To receive, administer and disburse funds for such charitable or educational purposes as will, in the discretion of the Board of Directors, promote the mental, moral, intellectual, artistic and physical improvement and well being of the inhabitants of Sioux County, Nebraska, and adjoining counties the State of Nebraska.
